WRC history and locations

 The Winfield Recreation Council (WRC) is a volunteer-run organization in Carroll County, Maryland, that has provided local, community-based recreational opportunities since its formation in the early 1970s (officially part of the county system in 1972). Working alongside the Department of Recreation and Parks, it manages sports, activities, and facilities for the Winfield and South Carroll areas.
