Volunteer Spotlight

Jean Shae - Hall of Fame Inductee

Since 1996, Jean Shea has been a dedicated member of the Winfield Recreation Council, giving countless hours to support youth and community programs. For nearly 30 years, she served as basketball coordinator, managing player drafts, scheduling gym time for both recreation and travel teams, and organizing summer camps. Known for always going above and beyond, she has consistently strived to be a true team player within the council and the wider recreation community. Although she has stepped down as program lead for Winfield Recreation Council basketball, Jean continues to volunteer her time and support the program whenever needed. Her dedication and hard work have left a lasting legacy on Winfield Recreation Council and the families it serves. We are proud to recognize her outstanding contributions with her induction into the Carroll County Hall of Fame, Class of 2025.

Rachel Flatley - Volunteer Of The Year (2025)

 Rachel Flatley has been with the Winfield Recreation Council for 12 years. During those years, she has not only run the Baseball program but stepped in to take over the secretary position for WRC, among many other roles. This past year, Rachel has done multiple research projects for the Board, along with her secretary duties. She can be counted on for anything that needs to be done – she’s the first one to raise her hand. She worked with the new President on an AI project to implement automatic minute taking, which makes the minutes immediate and available to the WRC members. This year during elections, the new secretary was apprehensive about taking on the duties of the position, but Rachel agreed to stay on and help the newly appointed secretary until she was comfortable. Without Rachel’s constant help, the WRC would not be progressing and embracing future technology, which will make it easier for volunteers in the future.
